音視頻產品性能標準的制定機構為IEC/TC 100，負責制定音視頻產品和多媒體設備的性能規范、測量方法以及這些設備在系統中的應用和與其他設備的互通等要求。多媒體是指任何形式的音頻、視頻、圖像、數據和通信，以及這些信息的產生、存儲、處理、傳輸、顯示和復制的集合。目前已有20個國家（包括我國）參加了該技術委員會，19個國家作為觀察員身份參與，來自美國的Mr. Mark HYMAN為該委員會主席，秘書處設在日本。
    TC 100的技術工作*以項目組（PT）的形式進行，而項目組在技術或應用方面又相互關聯，從而集合成技術領域（Technical Area，TA）。每個技術領域（TA）有一個技術領域（TAM）和技術秘書（TS）。    目前，該技術委員會有10個技術領域（TA），分別為：

• TA1：音視頻及數據服務和內容的終端設備；
• TA2：色度測量和管理；
• TA4：數字系統的接口和協議；
• TA5：電視信號、聲音信號和交互式服務用電纜網絡；
• TA6：專業電子存儲媒體、數據結構和設備；
• TA7：消費類電子存儲與相關應用；
• TA8：多媒體家用服務器系統；
• TA9：應用于終端用戶的音頻、視頻和多媒體；
• TA10：多媒體電子出版物和電子書籍；
• TA11：音頻、視頻和多媒體系統的質量。
